      (2) EFFECTIVE DATE. – The Secretary of Health and Human Services shall establish and begin implementation of the registry under section 519(g) of the Federal Food, Drug, and Cosmetic Act, as added by paragraph (1) by not later than the date that is 36 months after the date of the enactment of this Act, without regard to whether or not final regulations to establish and operate the registry have been promulgated by such date.
       
      Therefore, under the law of H.R. 3200 recently passed by Congress, microchipping of Americans must begin by the year 2013.

That being the case it is plausible to beleive that if building 7 had explosives planted in it before hand the other buildings would also have been set up for demolition in the same fashion the difference being the aircraft dedicated to them made their respective targets. The aircraft that didn't make its target crashed or was shot down. In any case it missed its mark, building 7 so excuse was made to bring it down and limited media coverage to keep the questions to a minimum.

    Obama's most recent signing of Marshall Law Executive Order on Monday, January 11, 2010 will divide the United States into 10 Provinces.
